Simon Stevens was a lawyer, businessman and a speculant on Hall Carbines. In 1861, James Ripley, Chief of Ordnance sold 5,000 Hall arms, made in the 1840s by Simeon North, to arms broker Arthur Eastman at $ 3.50. Many of them were still in their original boxes and serviceable but deemed as obsolet. Simon Stevens agreed to pay Eastman $ 12.50 per gun. For that he borrowed $ 20,000 from J.Pierpont Morgan. Simon took the guns that one branch of government had sold to Eastmand and resold them to another branch of government, through officer John Fremont, in command of the West, for $22 each.
